The responsibility is of the person who was accountable for the maintenance of the standards. The third party may be responsible for the same to the other party ,but when you contact a party to do a particular work ,it is their duty to maintain the agreed standards.

For example : if A contracts B for some work. It is the duty of B to return the work conforming to the standards ,irrespective of the fact how he accomplished the work ,whether it was by himself or contracting a third party,C.
