Buy American act is made by the federal agencies to protect the domestic market and products from the international market. There are generally two conditions to apply the Buy American Act:

The Buy American Act applies to all US federal government agencies that purchase the ethical values but does not apply to services. Buy American law does not prohibit the federations' cost from purchasing foreign-made products; instead, it provides a price preference for domestic and products.
