Productivity = 10 per labor hour (in the question it is given as 0 , which is apparently a typo, I have considered 10 for the purpose of demonstrating the method and calculation)

Total number of workers required = Annual requirement / (12 * Worker hours per month x productivity)

= 42800 / (12* 164 * 10)

= 2.2

~ 3 (rounded-up) I
