The pre-initiation cycle is critical as it decides when a
project is approved to start, or no project can start. During the
process, this move will be replicated at the start of each new
phase and helps to decide if the process will proceed, be postponed
or be cancelled. Any of the decisions taken in the initiation
process are scale, pacing and financing. Project sponsors are
identified, and project managers are also chosen during the
pre-initiation phase. When project managers are selected, they will
lead efforts to recognize and appreciate partners in the project,
establish the project charter and host a kick-off conference.
