The biggest assts for a company is the employees. Although biggest liabilities are again the employees. It depends on the quality of a people. Ultimately I want to say that there are two types of employees in any organization. One is the assets and others are liabilities. The employee with dedicated toward the organizational goal, with positive attitude are the assets and the people who have negative attitude and underperformers are liability for the company.

For such company who have lack of human resources, a lack of economic resources, suppliers not being ready for implementing CSR, and a lack of management commitment in the company I would suggest this company to change the top management and hire the assts type of manager at the managerial level positions. Hiring such candidates is not easy but not impossible as well. For this hiring Human Resource department should be very good. If HR department is excellent then they will hire excellent people. And because of this the managers will solve the k of economic resources issues. They will procure the vendors and supplier will be ready for the CSR. The management will arrange for same. The management will be committed to the company as the HR person will be looking after the performance and judging the performance by various tools.
