I would rather keep this dollar bill instead of returning or asking it about the local people around because anyone would make a false statement to claim it. Also, police don't keep such amount as well to return it back and often don't give back to the local citizens. Thus, I would rather wait for someone who would come looking at that place and if nobody arise for a while, I would keep it for myself because of my country's civil law system.

Yes, my answer would change as situation is different now. Now, I know where the money is coming from and work return the same dollar bill back to the bank because we can see the same explosion would have caused the bill to arise here.
