Human resource managers are individuals who work in the human resource department tomanage and recruit new employee in an organization. In the case of PIGAMU, it had no human resource making it difficult to put the new strategy in place. If there was a human resource department, it could have put in place proper and efficient strategies that will manage human capital functions. Presence of performance management could make it easier to know the strengths and weaknesses of certain employees. With the presence of Proper communication channel, the institution will find it easier in passing out information without creating panic and conflict among employee. Giving employee new required skills, improving their working conditions and involving them in implementation would have created less resistance as this is a role played by human resource.
