2. Sensitivity training - a training to change behavior

3. Process consultation--consultation for improvement in the processes to improve.

4. Team building - to build a cohesive environment to embrace the change.

5. Intergroup development : an intervention to change the attitude, break the stereotypes towards change.

So, out of the given 5 only restraining forces isn't a technique of intervention for bring about change:
