Yes , It is a best practice that the seller and buyer each "deal with their own government and not each other's because buyer and seller at own "state" government means a subdivision of a country which is officially known as "state" and should not be confused with "sovereign state". Most federations define their federal entity as a "state" or equivalent in the local language. In some federations, however, other names, such as neighborhood or republic, are used. Some federations unequally define the powers of some federal entities larger than others.
