Yes, there definitely are circumstances where employees empowerment would hurt instead of improving quality. I could happen when employees are empowered to take significant decisions and they are not capable enough to handle the things. It could also happen when a fine line is not drawn for the employees and they end up taking advantage of the empowerment provided to them. Also, when unethical employees are provided the power to manage and operate they are likely to involve in wrong practices that would hurt the quality.
