The current situation in world is tha going more and mor business are opting to greener technologies in their business and encourages lean manufacturing which limits and controls carbon emission one or another way. The wait and see approach takes time to check the implications and based on that business takes further decision. Pollution and carbon emission control is the main priority in today's world. The time consumed to check the emission of carbon and to wait for it seems illogical in current time.

In regard of co2 emission wait and see strategy it's tolerant that business likely to check on any strategy that focus on lowering co2 emission and check if that strategy lower the carbon emission. World is getting more vulnerable to carbon emmison and harming the environment so it will be better to wait and see if the co2 emmison get lowrred by businesses.
