In order for the recruiter to do the more effective job I would:

1. provide with a proper job description and job specification for the position so that the right candidate would be hired for the right job

2. define proper technical and soft skills needed for the job

3. ask for a candidate who actually wants a job and won't quit after some time

4. look at the past records and experience of the candidate before hiring

5. after analyzing the past trends i will let the recruiter know the most effective source for hiring like job portal, external hiring, internal hiring, employee referral etc.
