It is important that everyone in business organizations to have a basic understanding of the systems development process because all these systems work in harmony and can or can not depend on each other. So, to make any particular decision regarding any of the systems, basic knowledge of the processes of other systems is essential and helpful.
Yes, if the organization is licensing a system rather than developing their own from scratch, it is not necessary for everyone in the organization to have deep knowledge about the process. the reason being is that there will be no need to implement, run, check, and update the system on their own but a licensing system makes it possible to work effectively. The result will be like, the employees can focus on more core activities of the business when the system is being paid to be managed by the company.
