can a breach of collateral contract be performed when an employer has an employee sign a written waiver and assures the employees will be taken care of if an injury occurs and later the employer chooses not to pay for the employees?

A collateral contract is a subsidiary contract that makes a person to enter into a main contract.

Breach of contract may be defined as a legal cause of action and a type of civil wrong, where a binding agreement  is not honored by one or more of the participating parties to the contract either by non-performance or interference with the other party's performance.

Here, the employer had assured that when any accidental injury occurred to the employees, they will be taken care by the employer. But when employer steps back, a breach of collateral contract would occur.
