Breaking traffic rules is an illegal act in US that does not violate the harm principle. Yes this act should be illegal because it may lead to serious accident if persistently traffic rules are broken. Suppose if a person has broken a traffic rule but has not in injured any other person through accident still the act is illegal.
The Harm principle states that the person can do whatever he wants as long as his actions do not harm others which is derived from the principle of utility which states that people should perform only those action that brings the greatest amount of happiness to the greatest number of people. According to principal harm is something that would effect or injure someone else and reduce the benefit of others. For example a person not paying the tax is a harm because it reduces the amount of money to provide better services to the citizens of nation.
