changing that culture would be a challenge, culture is is built over a long period of time and runs deep. It would be hard to dismantle it and build a new one for sure. fear can motivate people (a catalyst to change) and on the other hand too much can also paralyse people. I think the level of trust in leadership helps with fear, I also think a certain amount of fear is helpful in trying to change a culture in an organization...what I'm questioning in my mind is "what is the right balance" and is there one?

The right balance is to have certain degree of fear which brings changes and eliminates resistance however at same time must not be so fearful that employees fail to imbibe any change and ultimately caise panic and disruption which leads to organisation failure.
The right balance involves adopting Transformational Leadership with focus on bringing change effectively through motivation but certain degree of fear as well.
