3. Are there any ethical ramifications to promoting product as “high quality” because it comes from a particular country, even if the company is doing no research into proving this?

I don't believe so because the product of the company is open to the audience who can experience it and then those customers can decide whether the product was of good quality or not. The customer feedback and customer loyalty justify the claim of the company that the product is of good quality. If the customer gives negative feedback to the company regarding the product quality then the company would itself no longer would dare to tag the product with quality.
