For developing an effective team, i would choose adventure learning over action learning, due to the fact that adventure learning allows for a team to come together, experience new situations and challenges and allows the team to essentially develop self-concept of leadership and harmony and essentially allow them to be able to solve their problems by working together, which appeals to the main aspect of team building. It consists of activities like outdoor challenges, wilderness training, cooking challenges, etc. Not only is is better suited for team building, it requires the individuals to leave their personal interests in order to achieve a common goal much more effectively and teaches them the value of effective teamwork.
