No one person cannot be both the sender and receiver of RFP. There must be minimum two parties where one can send the RFP and other can receive the RFP.

Systems life cycle is how a system pass through different phase in its entire life time. A system cannot be permanent and it does changes according to the evolution of system and continuous improvement. Finally the existing system is discarded and a new system takes the place.System development cycle is how a system developed over a period of time.
