The horizontal relationship between the federal, state, and local government could be realized at the time of a natural calamity where all the 3 join hands and work for the safe guard and betterment of its people. The federal government deploy forces, provide funds for the safety, state government help them management of the vast area and the local government help in the distribution of resources.

It is a hierarchy where the federal government is at the top followed by the state and local govt. It is mostly a centralized form of arrangement.

However, to make this more effective each level of govt should be given more autonomy and resources to serve the citizens better.
