Staff authority is the right to provide advise and help to others in line authority improve their work. Human resource manager has such a right that allows him to advise or provide counseling to personnel so that line authority keeps on working and the goal is to improve the performance. Making a powerful and efficient workforce is a function of staff authority which they accomplish by advising departments who to hire and who not to. Hence OPTION D.
