Ukraine is a developing country and ranks 88th on the Human Development Index. By 2020, Ukraine will be the poorest country in Europe, along with Moldova, in terms of per capita GDP. At US $ 40 it has the lowest average adult wealth in the world and suffers from high poverty rates as well as serious corruption. However, due to its fertile agricultural land, Ukraine is the largest exporter of grain in the world. It also retains Europe's second-largest military after the Russian armed forces. Ukraine is a united republic under a semi-presidential system with separate powers: the legislature, the executive and the judiciary. The country is a member of the United Nations, the Council of Europe, the GUAM Organization for Security and Cooperation in Europe, and a founding member of the Commonwealth of Independent States.
