The CIO is an executive who manages IT resources in order to implement enterprise strategy.The Gartner Group defines a CIO as one who “provides technology vision and leadership for developing and implementing IT initiatives that create and maintain leadership for the enterprise in a constantly changing and intensely competitive marketplace. This position is relatively new and did not emerge until the 1980’s when top management perceived a need for an executive-level manager to focus on cutting the ever-increasing costs of IT.
