Distribution of authority is helpful in delegation of roles and responsibilities and leads to optimal resources allocation and better productivity and hence appropriate for organisation and its activities.

Decentralised authority can be great boon as it empowers employees, removes micromanagement, eliminate group politics and bureaucracy and ensures flatter hierarchy which is leaner and agile and helps employees to have open ended communication and crystal clear clarity of goals.
