Federalism refers to the form of system having characteristics of shared authority and collaborative responsibility in the implementation process of public policies. Intergovernmental relations (IGR) are basically the cooperative and collaborative relationship that exists between various governments, while discerning their duties.
In my views, Founding Fathers would agree with the rationale behind IGR and shared governance. Shared governance happens when different entities work together, focusing on their accountability, to achieve a common objective. Founding fathers had themselves worked together, to fight for the independence of the USA. Their unity and collaborative efforts made the achievement of freedom easy. This is nothing, but a clear example of IGR and shared governance.
Modern America is striving to maintain its super nation status. Hence the internal governments need to work in synergy and collaboration to keep the shields of the country strong for any outsider. So, IGR is totally critical in modern USA.
