A manager's mindset is very important in determining the Human resource policy of an organization. A manager who sees employees as an expense to be controlled is more inclined towards recruiting very few but productive people who can finish more tasks.

This means that the production rate of the few employees must be high. These few employees must produce the workforce according to the expectations of the manager and this means that sometimes they have work for overtime hours in order to meet the targets set. The manager's mindset in this kind of case expects the few employees hired to achieve the expectations set by the organization. All these is to effectively cut employee costs in the organization. This however may not be an effective way because these few employees can be overcome by fatigue due to the long working hours trying to achieve the set expectations and these can affect their production rate negatively. The production rate can either reduce in terms of volumes or in terms of quality and this can affect the overall performance of an organization.
If the manager's mindset saw staff as an appreciating asset to be invested in, they may hire more qualified employees in the organization in order to improve the effectiveness of the employees. These kind of managers invest in their employees in terms of output and appreciating employees. In turn the employees produce quality work due to the favorable working conditions. These types of managers provide their employees with the resources they need in their work which ensures that the employees work effectively. This type of mindset is good and advantageous for an organization because it always leads to high productivity and quality produce thus profiting the organization.
I was once employed in an organization where the manager had the mindset which saw employees as a mindset to be controlled. The manager would expect a few employees to produce highly in terms of volumes and we were rarely given time to rest given that we had to meet the expectations set by the manager. The manager would not also provide enough resources for us to use given that he had to cut expenses. This was dissatisfying to many of us as we felt that we were not appreciated enough. At the long run many of the employees quit the organization including me due to the manager's mindset. This was a negative experience for me working for that organization because the manager's mindset was that we must deliver but he did not appreciate us nor give us resources.
