accepting and demaning illegal benefits from all the stakeholders by public servants or government officials is called corruption. when public servants/government employees seeks for additional benefits from the stakeholders, for the work they did, is legally not acceptable. whatever the work they are doing, they meant for that only. For that government is paying some amounts as salaries, collected from the public in terms of taxes and other collections.
the only way to minimize corruption in government sector is, providing services directly to the stakeholders without any third party. the best example for this e-governance. all the services offered by government, the people can access through online. if government offer all the common services through online, common public can avail it in electronic form. where the other services, which are specific in nature, may in the hands of concern departments. Those departments must do all the transactions in electronic form, without any cash (cashless transactions).
when money becomes part of a transactions (buying and selling), the middlemen takes some portion from both the parties. if cashless transactions were promoted by departments and governments, then the volume of corruption will decline. First, the government should educate public about corruption. Government is paying salaries to the servants (Employees) to complete the work, common public need not to pay anything. the same must be spread among the people strongly, if any public servant expected any kind of gift or money or anything additon, the same must inform to the government. government must punish those servants strongly and send the message to all others.
these are my openions, may some one have different and other openions. Government employees and servants are experienced easy money, which makes them most attractive. for the reason only, uneligible and unworthy candidates paying huge amounts to get government post and once they joined they focused on getting returns. This also must be avoided.
