Anechiarico and de Graaf research work do suggest that integrity in public governance needs to be consistent and coherent by observing the concerned principles, values and actions. It’s crucial in effective public governance people do follow the appropriate rules and regulations and adhere to concerned moral values and norms.

Thus adhering to moral values are the most vital and crucial qualities of good public governance. Furthermore norms are rules and regulations enumerating the appropriate proper general and situational conduct to be observed while dealing in activities pertaining to government contracting.

When one thinks about integrity violations in public governance the first thing that often comes to mind is fraud or corruption as they account around 15% of the overall violations that takes place in government contracting related activities. In a research study conducted among council clerks by Huberts in 2012 revealed that around 25% of the internal investigations were in fact about corruption or fraud.

The research study conducted by De Graaf in 2008 suggested that the majority of investigations conducted were into various kind of violations but mainly it was related towards inappropriate behavior then it was followed by fraud, abuse of resources, misbehaving and contravention of rules and regulations.

Thus De Graaf in its conclusion report in 2010 further suggested that there were enormous corruption and malfunction of activities which in fact affected good governance towards government contracting furthermore there were sufficient reason to exercise enormous caution and need to put appropriate integrity policies with good internal reporting systems.

Looking at the nature of the violations it is obvious that the major class of violations were inappropriate treatment and ill-mannered behavior. Then followed by intimidation and threats with a considerable number of respondents referring to exploitation, bad behavior and harassment

Major concerns in integrity and good governance pertained to corruption and fraud but there were indeed also other types of integrity violations that were in fact prominent in the good governance of public sector. Thus moral quality in good governance was also related to values and norms that indeed affected the effective governance in government contracting.
