Strategic planning should always be carried as a holistic approach by a business that needs to make sure all the variables that are present in the system can be accounted for and planned contingently. We can say that while working towards pursuing the identified needs of the community can have certain benefits, however, making it a part of strategic planning would not be able to provide the necessary outlook and we can experience the following cons:

1. SYSTEMS CONSTRAINTS
Since we are following the needs that are identified, we would also need to make use of the resources present in the community itself, it therefore limits both our plan and the scope.

2. PERCEIVED NEEDS VS NEEDS REQUIREMENTS
While the needs that are identified are perceived needs, the consideration that these represent the same for the entire community can be considered to be a con while utilizing it in planning. We need to measure

3. DIFFERENCE BETWEEN EXPRESSED PERCEIVED AND RELATE NEEDS
The lack of differentiation between the three different factors can create the necessary consideration for our application to be off-balanced.
