The first step, the identification of the destabilizing forces, must precede the second step, the selection of objects of change that precede the third step, the selection of the appropriate change procedures, the fourth step, a package for the effective implementation of a strategy with the right tactics.
TQM should always be implemented in my organization by means of a managed organizational process, while the desired objective from tqm is to be achieved by a properly planed approach. TQM requires a systemic serial approach that can be provided through a controlled process of organizational change.
