It is indeed true to certain aspect that there is no best way to structure the organizations.

The theory states that Organizations generally see their internal needs and adjust themselves to external environment accordingly and much depends on the leaders of the industry on what strategy they follow to make industry growth regular and that becomes very subjective depending on what theory they believe best suits to organizations. Also many internal and external factors keep changing and accordingly the organization structures itself.
