1. Create a win-win situation for all, provided everybody contributes effectively.

2. Incentivize them if their individual goals are met. The final goal should be dependent on the individual goals.

3. A central body should be there to motivate and push the other stakeholders in order to meet the goal.

4. Keep the stakeholders motivated through training, group activities and combined participation.
