The criteria is very important in measuring or evaluating performances. How it is measured is a very important step yet what is measured is the sign of what employers want from employers to do. For instance, if an employer is keeping a close tabs on productivity and measures it, it would signify that productivity is important to employer which employees would know and work on improving. Simply speaking "what is measured" tells about the course the employer wants to see his employees at which is of prime importance. How it is measured comes second because you have to get efforts towards the desired outcomes first to be able to measure them and decide on how to measure them.
