Answer #1

Edward Deming taught management on how to improve design product quality, testing, and sales through various methods , including application of statistical method.
His 14 principles to quality and organisation are

1. Create commitment of purpose for improvement of product and services
2. Adopt the new philosophy
3. Terminate dependence on mass inspection to achieve quality
4. End of practise of awarding the business on price tag alone, instead minimise total cost by working with single supplier
5. Constantly and forever improve the systems of production, planning, services etc
6. Initiate / launch modern methods of training on the job
7. Adopt modern method leadership, supervision etc
8. Drive out fear
9. Crash down blockade between departments and staff areas
10. Eliminate numeric course for work force such as slogans , exhortations
11. Eliminate work standards and numerical quotas for workforce , numerical goals for management
12. remove barriers that rob people to pride of workman ship, and eliminate annual rating and merit system
13. Initiate a strong programme of education and training for everyone
14. create a structure in top management that will push every day on the above 13 points, i.e put every one in the company to work accomplishing the transformation

I pick up the following for briefing from my point of experience in project

1. Create commitment of purpose for improvement of product and services - this principle aims to become competitive , stay in business (i.e business continuity) and to provide jobs.
for instance if an organization wants to stay in business, the general problems it faces are current problems and future problems that might occur. It is easy to caught up with the problems of today, but the problems of the future demand first and foremost, constancy of purpose and dedication to keep the company alive. Decisions need to be made to encourage restructuring, fund research and education, and improve the product design and service, remembering that the customer is the most important part of the production line.

2. Adopt the new philosophy - this principle addresses leadership for change. Western management must awaken to the challenge, learn their responsibilities and take leadership for change
Government regulations and unfair activities need to be changed to support the well-being of people. Commonly accepted levels of mistakes and defects can no longer be permitted. People must receive productive training so that they understand their job and also understand that they should not be afraid to ask for assistance when it is needed. Supervision must be adequate and constructive. Management must be fixed in the company and must not move from job-job between positions within a company.

3. Terminate dependence on mass inspection to achieve quality- this principle shows that we need to stop the common practice of inspecting quality of a product.
Inspection is too late, ineffective, and costly. It is un punctual to react to the quality of a product when the product leaves the door. Quality comes not from inspection but from enhancing the production process. Corrective actions are not inspection, scrap, downgrading, and rewise the process.
i.e Eliminate the need for inspection on a mass basis by building quality into the product in the first place.

4. Adopt modern method leadership, supervision etc - the focus of leadership should be to help people , machines to do better job.
Direction and control by management is in need of overhaul, as well as supervision of production workers.” Management should lead, not supervise. Leaders must know the work that they oversee. They must be permitted and directed to communicate and to act on conditions that needs correction. They must learn to fix the process, not react to every liability as if it were a special cause, which can lead to a higher defect rate.

5. Initiate a strong programme of education and training for everyone - this Principle focus on initiating programs for education and self improvement

An organization needs good people who are better with education. Management should be appreciating and motivating everyone to get additional education and to engage in self-improvement.
