ACL stands for Acces Control List is a table which is used to tell computer operating system about which access rights each user has foe a particular system object like an individual file or a file directory.

The purpose of input file definition is used under the ACL to define what input data is being putting into the system to locate that file whenever needed. Each definition for the input contains a security attribute that would help defining its access control and privileges. Thus, defining the important information and data about the inputs being put into the system to grant the control and the access rights is the purpise played by it.
