A critical risk analysis of the San Bernardino visa categories in response to the
December 2, 2015, terrorist shooting incident at the Inland Regional Center.

STATEMENT

A danger to human life and material prosperity, terrorism should be addressed in a sensible manner where the benefits of actions to contain it outweigh the costs. Terrorists who are foreign born and who entered the country, either as immigrants or tourists, were responsible for 88 percent of the murders caused by terrorists on U.S. soil from 1975 through the end of 2015. This paper presents the first terrorism critical risk analysis of the categories of visa which were used to enter the United States.
