Distributive fairness is when there is a perceived fairness for the outcomes or the resource allocations for the people. Procedural fairness is when there is a percieved fairness for the rules and decisions processes to determine that output.
For example, in a company if the employees' salaries in department are equal more or less giving them what they deserve as for their performance, this is distributive fairness. But nobody knows that the organisation actually is giving these equal salaries by exploiting the suppliers and charging false prices from the distributors. Thus, this gives the company more money and so they could give equal salaries as per the performance of the employees. Thus, this is procedurally unfair.
This situation could then be termed as distributively fair but procedurally unfair.
