International Civil Aviation Organization (ICAO) still hesitates to promote the idea of a “flag of convenience” the same way they are used in the shipping and cruise industries “in order to ensure an orderly economic regulatory regime" because flags of convenience are typically used in shipping industry since it is considered as safe and convenient but the same practice is not common in airline industry and also the regulations are comparatively stricter in airline industry to incorporate such flags of convenience.
