Can collaboration and partnership between communities and governments address the problem of improving the quality of services or is it simply a cost cutting strategy?

Collaboration measures are one of the most effective way of cost-cutting measure because of the considerable of resource pooling that is available to both the parties. In this regard, it is certainly cost-cutting measure when the communities collaborate with Governments. However, the fact that collaboration can improve the quality of services, cannot be ignored as well. The accountability is now shared between both the parties and hence the commitment for the quality improvement comes from both the ends because both have contributed towards the resources, thereby ensuring more efficiency in the Project or the venture so undertaken.
