Approaches to Work Breakdown Structure (WBS)
The PROJECT MANAGEMENT INSTITUTE (PMI) states that a WBS MUST be product-oriented (planned outcomes, not planned actions). Why do they say this and what would this imply regarding the precedence of the WBS and the requirements engineering effort?
WBS must be product oriented / outcome oriented and not action oriented because the underlying theme of making a WBS is that the organization is able to fragment the work into small definite chunks which are easily manageable. IF it is made action oriented then 1. it becomes highly subjective 2. it is difficult to define a segment concretely 3. by just dividing the work into outcomes the executive team has the freedom to take their own decisions to complete the project.
WBS is essentiially a tool that takes feedback from engineering knowledge as to what all needs to be done and what is the expected time required for completion. As a rule every WBS activity cant be more than 10 days.
So as such we can say that WBS does not dictate engineering effort not does it superimposes itself
