Balance between President and Congress is divided by the
constitution. Constitution is the key thing which divides Congress
and President for their specific power. Constitution gave the power
to the Congress to decide weather to fight, and the president is
allowed as the commander for the specific war. But the war must be
authorised by congress.
Before creating any big decisions such as declaring a war are
conducting some big step that could devastatingly effect the
country or the war president should take permission of Congress
before using the force. Congress is the sole body to define if they
have to declare the war but president can only be commander of the
specific boy and can decide about what decisions which should be
taken on the ground.
