Deontological means basically duty or obligations . Deontological is basically a theory in which specified moral obligations and duties are observed as self evident and having inherent value in and of themselves and required no justification . So the Watchman Comnitel needed to enforce proper strategic planning on what to outsource and what to not , but company couldn't plan it well and which lead to identity theft and company goes through losses. So according to this deontological outsourcing is good but employees need to be properly trained and then their is no need to compromise with quality and safety of product

Teleonological perspective is like determine the outcome seeing the end . The decision is right or wrong is basically depends upon the consequences of end and most important in this perspective is that ethics is not absolute but situational. Since the company was acquired by IBM which shows that the outsourcing actions were not successful as in the end an other company acquired it.
