No, The 10 percent commission in this case should not be paid because first of all this is illegal because the commission that I am planning to provide is considered as a bribe to influence government officials which is neither legal no ethical. By assessing it is clear that this approach is not at all a valid one because it is illegal, unethical and not feasible to carry out.
