Ans;; No, this can not b morally justified because the inmates in the mental institution are not sound mentally and can't help in war they will inturn increase the burden on the nation more becoz they will b targetted easily by the opposite team and we can't release the inmates from institution without the permission of the relatives it will b illegal
On the other hand the inmates of the old age homes are very weak from every aspect like body is weak immune system is weak physically weak and are very susceptible to mental disorders
