Quality in health care is defined as degree to which health care services for individual and population increase the likelihood of desired health outcomes and are consistent with current professional knowledge.

Make quality a system properly means there are many modules and layers in a place that make a system and to give a quality health care system you need to make sure that all the factors play equal role in making a quality system. Because health care is a system that can save a person's life and you need to give the best quality when you are dealing with someone's life. So, either it is a doctor or nurse or pharmacy or management team you need to make sure that everyone is giving their best quality to make the quality a system properly.
