Health care should be treated as a right, as well as a commodity, for effective and balanced delivery of the services. For those who cannot afford to pay there should be provisions for government based insurance and for those who have the income, they should pay for their medical insurance based on their income and get the services which should be customized according to the needs of the patients who should be considered as clients. The Affordable Care Act incorporates health care as both a right and a commodity by providing government insurance to the people below the poverty line and having an income-based insurance scheme.
