Why are vulnerable populations always the ones to suffer most in an emergency incident?

Vulnerable populations are the population which are not able to anticipate, cope up with, resist and recover from impacts of disaster. Mostly they are the one with the lower income and when are met with emergency incident they are the ones who are mostly avoided as they are not able to pay the cost of the treatment and hospital procedures. They also have low immunity as they live in such places. They are getting affected from various diseases and admitted in the hospital and as they regularly are involved with hospital procedures, they are the ones to suffer the most in an emergency incident
