After World War II it was seen that there was extreme shortage of laborers in the industry and hence to attract the laborers they offered health insurance, Henry J. Kaiser advocated that the money paid for the health insurance should be tax free, providing the tax exemption to the companies. Kaiser established the Kaiser fondation for health plans, working with close coordination to employer and employees providing various health plans on not-for-profit basis medical groups with tax exempt policy under the federal regulations.
