Right to equal treatment and utilization of health care services is one of the international rights.

Non maleficience, beneficence, health maximization,efficiency, respect for autonomy,justice,proportionality are the ethical principles which need to be used and practiced while taking care any individual whether the provider is public or private

The outcome should always be beneficial to the client or patient.

The ethical theories which supports equal care and equitable distribution of health care services are deontlogy, Utilitarianism,rights and virtues. So irrespective of public or private health care provider all citizens are eligible for best healthcare services .
