The major stakeholders in healthcare system are patients, physicians, employers, insurance companies, pharmaceutical firms and government.

Two of the above stakeholders, pharmaceutical firms and insurance companies are publically owned corporations listed on the stock exchange. Their primary responsibility is to maximize stakeholder wealth. Likewise , the primary goal of employers is to make money. However their provision of health insurance for employers is benefit not a source of profit.

Stakeholder conflict arises when the needs of some stakeholder groups compromise the expectations of the others. These conflicts can be social, political, or solely based on access to land and water resources.
